Academic Credentials

Information regarding OCT Academy: 

  1. OCT Water Quality Academy is over 20 years old. It was started in 1988. It operates as a fee-based, accredited private career school for water - wastewater industry personnel. We assign academic class credit and maintain academic records for up to 7 years and generate transcripts when required to do so under IACET accreditation.


  2. We have over 50 WATER classes, 8 each Courses and about 6 each Specialty programs all recognized by DHS for course and contact hour credit. All classes, courses, etc. have all be submitted to DHS and accepted for academic credit. As new classes and class material is generated to meet industry needs, we write the material and submit it to the department for pre-approval.


  3. The school offers approximately 40 WASTEWATER classes, 8 courses, and 5 Specialty programs which have been reviewed by and are supported by the California SWRCB for course and class credit.

    As of February, 2007, the California SWRCB certification office began acknowledging OCT Water Quality Academy as the fee-based successor to the old state operated WQCI (Water Quality Control Institute).


  4. We are a fully certified IACET Authorized Provider private career school that awards 1.0 CEU for every 10 contact hours. IACET owns the copyright to the term CEU. We have been an accredited school since 2001. The format to hold an IACET Certificate as a school is detailed and extensive. The school is legally empowered to offer the IACET CEU nationwide. www.iacet.org


  5. a) The school provides a varied, and on-going curriculum in water and / or wastewater topics every week of any given month.


    b) All full-time instructors hold Bachelor's and / or Master's degrees. This writer maintains active Professional Engineering licensing in addition to several other credentials.


    c) The school maintains a full-time staff of approximately nine (9) people.


  6. Utilizing its own publishing capability, the school publishes over 100 workbooks, study guides, etc. All material written for classroom presentation is prepared by the school’s instruction staff in accordance with ANSI / IACET guidelines.


  7. The school is acknowledged to operate under EPA's governing authority, that of the individual states, and under the authority from the State of California, Consumer Services Agency, Bureau for Private Post Secondary and Vocation Education (BPPVE).


  8. Academically, the school is equal to any California Community College within the state regard to academic credentials which allow it to present water - wastewater industry career classes. We are in full compliance with the State of California Title 22 and 23 and are cooperatively supported by CA DHS and SWRCB.


  9. Outside of California, our school is recognized for academic credit in Oregon by the ODHS, and DEQ. Since 1988, our classes have been registered with the Oregon Education Services Advisory Committee (OSAC) and listed by class number assigned by OESAC. OEASC registration is required under section 333 of the Oregon Administrative code.

    OCT Academy is also currently recognized by the State of Arizona – Department of Environmental Quality (DEQ) certification office as perpetual water – wastewater industry school. A letter to this effect is on file at our classroom / offices in McClellan, California.

    OCT have also provided water distribution classes in Hawaii for the University of Hawaii for operators in the islands.

  10. 8. For some time, the school has been active with Sacramento County SETA, and State of California, EDD unit.

Selected instructors have just completed writing a new Small Water – Wastewater Systems Class catalog which is now due for distribution.  It will include an Expense Reimbursement Grant (ERG) funds section for operators.

All of our classes are supported with written workbooks.  We can offer to send you advance copies of the workbooks we have for all of the classes you may wish to have presented.   In our format, each chapter is followed by a chapter quiz for measure.
